There is hereby adopted and incorporated by reference, for the purpose of establishing minimum standards, rules and regulations for the plumbing and gas-fitting, including the installation, maintenance, extension and alteration, of all installation, extension and alteration of all pipes, fixtures, appliances and appurtenances in connections with sanitary sewers and public and private water and fuel gas systems, in the city, the International Plumbing Code, 2006 Edition as prepared, promulgated and published by the International Code Council, Inc. Such codes being made a part of the ordinances of the code of the city as if the same had been set out in full herein, all as authorized and in the manner prescribed by K.S.A. 12-3009 through 12-3012. Three copies shall be marked or stamped “Official Copy as Incorporated by the Code of the City of Lakin,” and shall be filed with the city clerk to be open for inspection and available to the public at all reasonable hours of business.

(a)   Gas Piping. The material, installation, repair, replacement and relocation of pipes, appliances, fixtures and other apparatus for distributing a gas supply for illumination or fuel purposes in any premises shall constitute gas piping.

(b)   Journeyman Plumber. A plumber who is qualified, certified and equipped to do plumbing or gas piping work, install fixtures, make repairs, to plumbing or gas piping, or in any work at the plumbing trade or as gas piping or fitting for, and under the direction of a master plumber.

(c)   Master Plumber. A person who is qualified, certified and equipped to properly lay out and plan the installations, repairs and maintenance of plumbing, including all sewerage, water and gas piping systems.

(d)   Employing Plumber. A master plumber who works at the business of plumbing himself or herself and employees of other certified plumbers.
