There is hereby adopted and incorporated by reference, for the purpose of establishing minimum standards, rules and regulating the design, construction, quality of materials, erection, installation, alteration, repair, location, replacement, addition to, use or maintenance of electrical systems in the city, the ICC Electrical Code, 2006 edition, promulgated and established by the International Code Council, Inc. and the National Electrical Code 2005 edition promulgated published by the National Fire Protection Association, Inc. Such codes being made a part of the ordinances of the code of the city as if the same had been set out in full herein, all as authorized and in the manner prescribed by K.S.A. 12-3009 through 12-3012. Three copies shall be marked or stamped “Official Copy as Incorporated by the Code of the City of Lakin,” and shall be filed with the City Clerk to be open for inspection and available to the public at all reasonable hours of business.

(a) Electrical Wiring. Electrical wiring shall consist of installation, repair, replacement or rewiring of buildings and structures for the use of electrical current for electrical appliances, motors and other apparatus and equipment using electrical current.
(b) Master Electrician. A master electrician shall be a person who is qualified and equipped and experienced to properly lay out, plan and serve the public on the installation, repair and maintenance of electrical wiring, appliances fixtures, and motors and other apparatus requiring electrical current.
(c) Electrical Contractors. Electrical contractors are those persons, firms or corporations who are licensed and have in their employment a master electrician who is qualified and equipped to serve the public in the installation, repairing and maintenance of electrical wiring and the installation of appliances, fixtures, motors and other apparatus using electrical current.
(d) Wireman. A wireman is any person qualified to install wires carrying electrical current and to do any electrical work in connection with the repair and maintenance of electrical wiring under the supervision of a master electrician.
(e) Electricians Helper. An electrician’s helper is a person who helps a master and/or wireman electrician in the performance of their work and only in the presence of such master or wireman electrician.
It shall be unlawful for any person, knowingly, to use or operate any wire, wires or mechanism that conducts and consumes electricity and which emits uncontrolled or undirected electrostatic energy audible on radio or television receiving sets constantly or intermittently for 10 seconds or periods of less duration if recurring more often than at 10 minute intervals.

When complaint shall be made of any disturbance or interference, it shall be the duty of the City Inspector to seek the cooperation of and permission from any person in control of any premises to enter thereon and search for any wires or mechanisms suspected of causing any disturbances or interference’s with nearby radio or television receiving sets. If any such uncontrolled or undirected electrostatic energy is found, the inspector shall make a reasonable effort to demonstrate the fact to the person in charge of the premises where found.

It shall be the duty of all persons owning or using electrical equipment or devices which may be operated or used in violation of section 4-403 of this article to correct the same by installing, maintaining or using recommended filters, conductors, eliminators, shields or other electrical devices to control and direct the electrostatic energy to prevent interference with or disturbance of radio and television reception. It shall be the further duty of all such persons to cooperate with the electrical inspector in correcting the matter complained of and the inspector shall recommend methods or devices for correcting the same.

(a) At the time of installation. The city inspector, or his or her authorized assistant, may inspect all electric light, heat, power; wires, fixtures, appliances, conductors, and apparatus installed in or upon any building or structure within the city and all such installation shall be made in accordance with the provisions of this article. It shall be the duty of the person installing electric wiring, fixtures, appliances, and apparatus to notify the city inspector when the same is ready for inspection. The inspector or his or her assistant shall inspect all such installations as quickly as may be after the notice that the same is ready for inspection. He or she shall place a distinctive mark upon or near the service cabinet which shall indicate that the work has been approved. No electrical wiring shall be sealed or covered over until such inspection shall have been made and the installation approved.
(b) Authority to inspect and condemn when service is interrupted by disconnection. Whenever any electrical service is interrupted by disconnection, the City Inspector may inspect said electrical service installation, and shall determine whether the electric light, heat and power wires, fixtures, appliances, conductors, apparatus and supports thereof are installed in accordance with the best rules of engineering practice and in accordance with the electrical code of the city and when found that said electrical service installation, or the electrical light, heat and power wires, fixtures, appliances, conductors, apparatus and supports thereof are not installed in accordance with the best rules of engineering practice and in accordance with the electrical code of the city, city inspector shall condemn such installation, and no electric current shall be furnished to said installation until such repairs or changes are made to said installation such as to cause said installation, or part thereof, to comply with the requirements of good engineering practices and the electrical code of the city.
