There is hereby adopted and incorporated by reference, for the purpose of establishing minimum standards, rules and regulations for the mechanical installations and equipment in the city, the International Mechanical Code, 2006 edition as prepared, promulgated, and published by the International Code Council, Inc. Such codes being made a part of the ordinances of the code of the city as if the same had been set out in full herein, all as authorized and in the manner prescribed by K.S.A. 12-3009 through 12-3012. Three copies shall be marked or stamped “Official Copy as Incorporated by the Code of the City of Lakin,” and shall be filed with the city clerk to be open for inspection and available to the public at all reasonable hours of business.

(a) Mechanical Installation. Mechanical installation shall consist of installation or repair of any furnace, air conditioning system, heater, cooling, ventilating system, ducting, steam or hot water piping, boiler or any other installation which may be categorized within the area of heating, cooling or ventilation.
(b) Master Mechanical Installer. A master mechanical installer shall be a person who is qualified and experienced to properly lay out, plan and serve the public in the installation and maintenance of mechanical systems. Each business engaging in any facet of mechanical installation or repair shall have a master mechanical installer in its employ.
(c) Journeyman Mechanical Installer. A journeyman mechanical installer shall be a person who is qualified and experienced to perform all phases of mechanical work, and who is qualified to work under the general, rather than direct, supervision of a master mechanical installer, and who shall have at least one year probationary experience in the mechanical installation field.
(d) Mechanical Installer’s Helper. A mechanical installer’s helper shall be a person whose status is that of an apprentice in the mechanical installation field. This individual shall work only under the direct supervision of a master or journeyman mechanical installer.

Mechanical systems for which a permit is required by this code shall be subject to inspection by the city inspector and such mechanical systems shall remain accessible and exposed for inspection purposes until approved by the city inspector. When the installation of a mechanical system is complete, an additional and final inspection shall be made.
