It shall be the duty of the governing body of the city to establish and provide a complete system of accounting for the city departments charged with the management, control and operation of the fiscal affairs of the municipal waterworks and electrical systems which shall reflect the fiscal transactions of the departments and account for the physical properties of the departments belonging to the city.

It shall be the duty of the city clerk by virtue of his or her office to maintain a system of accounting which shall show all accounts due the city for any good and services furnished any customer of the departments. Such accounts shall be kept in the name of each customer separately. The city clerk shall make out all utility bills and shall keep a proper record of each customer’s account, showing the charges made for utilities, the Kansas retailer’s sales tax collected, other charges, penalties, rebates and all other financial transactions between the city and each customer, except as may be required to be kept by other officers or employees of the city. He or she shall present to the governing body at each regular monthly meeting a financial statement of the receipts and expenditures of each department from the time of the last report and shall show the amount of unpaid bills in connection with any account.

The city clerk’s office shall maintain a water fund, an electric fund, a sewage disposal fund, and a solid waste fund, and shall pay into each fund respectively all moneys received from the operation of the city waterworks system, the city electric system, the sewage disposal system, and the solid waste system, as the case may be. He or she shall also maintain a Kansas retailer’s sales tax fund and pay into the same the sale tax required by law to be paid by customers, subject to the payment of the tax. He or she shall prepare a monthly report and pay the sales tax to the proper division of the state commission of revenue and taxation. The city clerk shall keep an accurate record of the water and electric meter readings, of the amount of water and current consumed and the total charges against and the amount paid on each customer’s account.

The city clerk’s office shall compute all customers’ bills from the meter readings supplied him or her by the meter readers. He or she shall prepare bills against all customers for the current period from the readings in the meter books as reported to him or her. Upon payment of the bills rendered by any customer, he or she shall deliver to the customer, one copy of the bill properly receipted and he or she shall retain one copy for his or her record and place the same in a suitable file. The amounts so received shall be paid into the city treasury to the credit of the proper fund and the proper debits of each customer’s account shall be entered.

The city clerk’s office shall be open for the payment of all bills as aforesaid from 8:00 a.m. to 5:00 p.m., Monday through Friday. The office shall be closed on Saturday and Sunday or any day observed as a holiday in the city or as otherwise directed by the governing body; provided, that when the last day of any period for the payment of any utility bill falls on Saturday or Sunday or any holiday as aforesaid, the same may be paid on the next business day without penalty.

All claims and accounts against the city by reason of the operation of the utility systems shall be filed with the city clerk in such form as required by law. It shall be his or her duty to examine in detail all such bills, accounts and claims against the city and shall present the same to the governing body at its next regular meeting for allowance. Upon the allowance of any such bill or claim by the governing body, the same shall be paid in the regular manner provided by law.

he superintendents of the city departments managing the utility systems shall each month recommend to the city administrator the purchase of needed materials and supplies for the operation of the department, and upon approval being made, the same may be purchased: provided, that the city administrator may be authorized to purchase materials and supplies of immediate necessity upon the approval of the of the council.

The city clerk and the city administrator respectively shall make annual reports following December 31 of each year respecting the fiscal affairs of the departments in such form and detail as may be directed by the governing body. Among other things, the reports shall show the income and expenses of each department, the improvements and additions thereto, new equipment purchased, a statement of the physical condition of the water and electric system and recommendations pertaining to their improvement.

All persons desiring electric or water utility services shall pay a non-refundable utility service connection fee to the city clerk prior to connection of the utility service. The utility service connection fee shall be in the following amounts:

(a)   Residential electric service - $85

(b)   Commercial electric service - $100

(c)   Residential or commercial water service - $15

Following a disconnection for the nonpayment of a utility account by any customer, there shall be no additional utility connections until all delinquent accounts and charges assessed to the customer have been paid in full and until a new utility service connection fee has been paid in the amount set forth in this section.

(a)   Connection Fees

(1)   An electric utility customer shall pay fees for the following electric meter setting and service connections. Fees shall be established by resolution adopted by the governing body of the city.

(A)  100 amp connection

(B)  200 amp connection

(C)  Self-contained 3 phase

(D)  Instrument Rated 3 phase

(2)   A water utility customer shall pay fees for the following water meter setting and service connections. Fees shall be established by resolution adopted by the governing body of the city.

(A)  1” connection

(B)  2” connection

(C)  4” or larger

(3)   All connection charges must be paid in full before the utility service will be activated.

(b)   Utility Cut Fees

(1)   The customer shall pay fees for street cuts resulting from utility connections. Fees shall be established by resolution adopted by the governing body of the city.

(2)   Backfilling of the excavation will conform to the guidelines set out in code section 13­204 of the Code of the City of Lakin, Kansas.

(c)   Impact Fees

(1)   The city shall charge a property owner, at time of connection, an impact fee for a new, typical electric service connection, to cover a portion of the impact to the electric utility of the new service connection. Fees shall be established by resolution adopted by the governing body of the city. A “new, typical electric service connection” is defined as; “one where there is no electric service connection to which a connection can be made on the premises or the property owner is requesting a separate and distinct electric utility connection where there is an existing electric service connection.

(2)   The city shall charge a property owner, at time of connection, an impact fee for a new, typical water service connection, to cover a portion of the impact to the water utility of the new service connection. Fees shall be established by resolution adopted by the governing body of the city. A “new, typical water service connection” is defined as: “one where there is no water service connection to which a connection can be made on the premises or the property owner is requesting a separate and distinct water utility connection where there is an existing water service connection.

(3)   The city shall charge a property owner, at time of connection, an impact fee for a new, typical sewer service connection, to cover a portion of the impact to the sewer utility of the new service connection. Fees which will be per Equivalent Residential Unit (ERU) shall be established by resolution adopted by the governing body of the city. A “new, typical sewer service connection” is defined as: “one where there is no sewer service connection to which a connection can be made on the premises or the property owner is requesting a separate and distinct sewer utility connection where there is an existing sewer service connection. Equivalent Residential Unit designations shall be as follows:
