There is hereby created and established a public recreation department to be part of the governmental function of the city.

The city may acquire buildings, sites, and equipment for the operation of a system of public playgrounds and cultural/recreational facilities.

The city may employ superintendents of recreation, swimming and golf and such assistants as may be necessary to operate such cultural/recreational system.

The city may budget in the general funds of the city for a levy of tax for moneys to purchase equipment, acquire buildings and sites, and for payment of employees, in the operation of such cultural/recreational system.
