The Standard Traffic Ordinance as adopted is hereby modified by adding thereto the following:
The governing body may, by resolution, establish and fix the location of such traffic control devices as may be deemed necessary to guide and warn traffic under the provisions of this chapter, other traffic ordinances and the state laws. The city shall place and maintain such traffic control signs, signals and devices when and as may be required by the authority of the governing body to make effective the provisions of this chapter and other ordinances for the regulation of traffic. Any official traffic control device placed pursuant to this section shall be marked and labeled on a map of the City of Lakin for the purpose of displaying all such traffic control devices and shall be filed with the city clerk to be open to inspection and available to the public at all reasonable hours of business.

In accordance with the provisions of Section 59 of the Standard Traffic Ordinance and when signs are erected giving notice thereof drivers of vehicles shall stop or yield as the sign directs at every intersection before entering any of the following streets or parts of streets, which are hereby designated as through streets. Main Street from the south city limits of Lakin to the north city limits of Lakin. An official stop sign as specified in K.S.A. 8-568 and pursuant to the regulations of the State Highway Commission shall be erected at all intersections of city streets with U.S. Highway No. 50 and Kansas Highway No. 25 so that vehicles entering the highways shall be required to stop.

It shall be unlawful for any person to disobey any stop sign established pursuant to and in accordance with this section, as follows:
An official stop sign shall be erected at the intersection of all city streets with Kingman Avenue, Thorpe Street, Bopp Blvd., Campbell Street, Buffalo Street and Russell Road, so that vehicles entering these streets shall be required to stop except that no sign shall be placed so as to stop traffic on Bopp Blvd. at its intersection with Kingman Avenue. A 3-Way stop sign shall be installed at the Campbell Street - Kingman Avenue intersection.
An official stop sign shall be erected on Wayne Avenue at its intersection with Hamilton Street and Kearny Street at its intersection with Waterman Avenue and on Washington Avenue at its intersection with Hill Street and on Waterman Avenue at its intersection with Cemetery Road and on Russell Road at its intersection with Cemetery Road.
A stop sign shall be installed at the intersection of Soderberg Street with Thorpe Street, to stop west bound vehicles.
Stop signs shall be installed at the intersection of the alley of Block 113 and 104 and Kingman Avenue to stop vehicles prior to entering Kingman Avenue.
Stop signs shall be installed at the intersection of the alley between Blocks 1, 2 and 3 of Cottonwood Lane Addition with Nabocaho Lane.
4 Way stop signs shall be installed at the Kingman Avenue - Buffalo Street Intersection and Waterman Avenue - Buffalo Street intersection.
Stop signs shall be installed at the east two exits from the Middle School parking lot onto Kingman Avenue to stop vehicles prior to entering Kingman Avenue from the parking lot.
A stop sign shall be installed at the intersection of Garfield and Wayne Streets to stop Garfield Street traffic prior to entering Wayne Street.
A stop sign shall be installed on Railroad Avenue at the intersection of Railroad Avenue with Garfield Street so as to stop railroad Avenue traffic prior to entering Garfield Street.
A stop sign shall be installed on Dickinson Street at the intersection of Dickinson Street with Lincoln Street so as to stop Dickinson Street traffic prior to entering Lincoln Street.
A stop sign shall be installed on Avenue A and Avenue C at their intersections with Hamilton Street to stop west bound traffic prior to entering Hamilton Street.
An electronic traffic control device shall be installed on Main Street, Garfield Street, Buffalo Street and Kansas Street at their intersections with the AT & SF Railroad tracks.

The parking of trucks is prohibited on Main Street from Railroad Avenue to Highway 50/400. For the purposes of this section, a truck is defined as being a motor vehicle designed, used or maintained primarily for transportation of property, which vehicle is rated in excess of one ton.
No person shall stop, stand, or park any automobile, truck, trailer, or any other type of vehicle, except in a parallel position adjacent to the curb upon that part of Main Street in the city, beginning on the southeast city limits at a point 30 feet southeast of the intersection of Avenue “C” and Main Street; thence northwest on Main Street (K-25) a distance of 1,329.28 feet to a point 4.25 feet northwest of the Burlington Northern and Santa Fe Railway Industrial Track.
No person shall stop, stand, or park any automobile, truck, trailer, or any other type of vehicle upon any part of Highway 50/400, in the corporate limits of the city. There shall be no adjacent parking within the city except on Main Street between Railroad Avenue and Kingman Avenue, and on Lakin Street between Waterman Avenue and Railroad Avenue where parking shall be adjacent only.
There shall be no public parking on the south side of Waterman Street from Main Street east to the alley between Main Street and Kansas Street to allow for a designated fire lane and emergency parking for public employees.
There shall be a 10 minute parking zone, effective between 8:00 a.m. and 6:00 p.m., on the south side of Lincoln Avenue from the alley between Kansas Street and Main Street extending 65 feet to the east.
There shall be a no parking zone between 7:30 a.m. and 4:00 p.m. on the north side of Prairie Avenue between Main Street and Lakin Street when school is in session, except for school bus loading and unloading.
There shall be two 30 minute parking spaces on Main Street of Block 49, in front of the Grade School.
It shall be unlawful to park any type of motor vehicle on the north side of Railroad Avenue between Garfield Street and Campbell Street.
It shall be unlawful to park any type of motor vehicle on the south side of Railroad Avenue from Garfield Street west for a distance of 250 feet.
Appropriate and official signs, as authorized by the Kansas Department of Transportation and in full compliance with state laws, shall be erected to all no parking areas designated in this section and the signs shall be placed in a proper position and sufficiently legible to be seen by an ordinarily observant person.

There shall be no U-turns on Highway 25 at the Waterman Avenue intersection, at the Kingman Avenue intersection or at any intersection in between those streets. There shall be no U-turns at the intersection of Lincoln Avenue and Kansas Street.

No vehicle shall be driven the wrong way on a designated one-way street, as follows:
The alley east of Main Street from Washington Avenue to Lincoln Avenue to be designated a one-way street for south bound traffic.
The alley east of Main Street from Prairie Avenue to Lincoln Avenue to be designated a one-way street for south bound traffic.
The alley west of Main Street from Washington Avenue to Lincoln Avenue to be designated a one-way street for south bound traffic.
The alley running between Buffalo Street and Russell Road to be designated a one-way street for east bound traffic.
The right 24 feet 9 inches of Wayne Avenue from Campbell Street to 62 feet east, shall be designated a one-way street for west bound traffic.
The entrance to the high school parking lot at the south end of the lot where it intersects with Campbell Street, shall be designated a one-way street for east bound traffic.
The entrance of the high school parking lot from Kingman Avenue, shall be designated a one-way street for west bound traffic.
Prairie Avenue from Main Street to Buffalo Street, shall be designated a one-way street for west bound traffic.

It shall be unlawful for any person to disobey any sign established in accordance with this section, as follows:
(a) A pedestrian crosswalk sign on Main Street at Washington Avenue, on Main Street at Lincoln Avenue, on Main Street at Waterman Avenue, and on Main Street at Railroad Avenue.
(b) A School Crossing sign on Main Street at Prairie Avenue, on Main Street at Kingman Avenue, on Buffalo Street at Prairie Avenue, on Campbell Street at Kingman Avenue, on Bopp Blvd. at Kendall Avenue, on Bopp Blvd. at Kingman Avenue, on Kingman Avenue at Buffalo Street, and on Prairie Avenue at Lakin Street.
(c) Railroad crossing signs at all intersections of city streets with the Burlington Northern and AT & SF railroad.
(d) A Yield sign at the intersection of Railroad Avenue and Campbell Street, whereby south bound traffic must yield before entering Railroad Avenue.
(e) A Left Turn Only sign at the intersection of Lakin Street and Prairie Avenue, for north bound traffic on Lakin Street, and at the intersection of Prairie Avenue and Buffalo Street for left lane traffic on Prairie Avenue.
(f) A Do Not Enter sign at the intersection of Prairie Avenue and Buffalo Street and the intersection of Prairie Avenue and Lakin Street.
(g) Handicapped Accessible Parking shall be designated as follows:
(1) on the east side of Main Street a space shall be provided 134 feet north of the intersection of Waterman and Main Street and two spaces shall be provided, one 80 feet north and another 134 feet north of the intersection of Washington Avenue and Main Street;
(2) on the west side of Main Street, two spaces shall be provided, one 42 feet south and another 103 feet south of the intersection of Kingman Avenue and Main Street; two spaces shall be provided, one 156 feet south and another 176 feet south of the intersection of Washington Avenue and Main Street; a space shall be provided 125 feet south of the intersection of Lincoln Avenue and Main Street and a space shall be provided 106 feet south of the intersection of Waterman Avenue and Main Street;
(3) on the south side of Russell Road, two spaces shall be provided, one 325 feet east and another 385 feet east of the intersection of Buffalo Street and Russell Road;
(4) on the south side of Kingman Avenue spaces shall be provided 231 feet, 298 feet, 369 feet, 422 feet, 519 feet and 567 feet east of the intersection of Bopp Boulevard and Kingman Avenue,
(5) on the east side of Western Street, four spaces shall be provided, beginning 88’ north of the intersection with Lincoln Street, and ending 143’ north of the aforementioned intersection.
(h) U.S. 50 from Buffalo Street 700 east and west shall be designated a school zone. The school crossing at the intersection of Buffalo Street and U.S. 50 will be protected by a 30 mph speed limit with a flashing beacon. The beacon and speed limit controls will be installed as per KDOT requirements.

The Governing Body having determined upon basis of an engineering and traffic investigation that the speed limit permitted under state law and Section 33 of the Standard Traffic Ordinance is greater than is reasonable or safe under conditions found to exist upon Campbell Street, on Kingman Avenue, on Prairie Avenue between Main Street and Buffalo Street, on Dickinson Street between Campbell Street and Lincoln Avenue, on Harolds Place, on Court Place, on Thorpe Street between Cemetery Road and Harold's Place, and on Bopp Blvd. between U.S. Highway 50 and Robroyce Avenue, hereby determines and declares the reasonable and safe speed limit on the designated streets is 20 mph.

That the Kansas Motor Vehicle Department is and the same is hereby requested, not to issue operator licenses to minors under the age of 16 years except upon a showing of necessity and favorable recommendation therefor by the chief of police of the city or the sheriff of Kearny County.
That the chief of police of the city or the sheriff of Kearny County be and are hereby authorized to accept applications of parents and guardians of minors under the age of 16 years for operators’ licenses for reasons of necessity as provided by K.S.A. 8-237, and to forward the applications along with the recommendation of approval or disapproval therewith to the Kansas Motor Vehicle Department. The chief of police or sheriff is further authorized to notify the Kansas Motor Vehicle Department at such time and under such circumstances as he or she deems necessary of his or her withdrawal of approval of any recommendation previously forwarded, and further to request from the department the suspension or revocation of the license.

It shall be unlawful for any person to park, stand, or leave any motor vehicle, motorcycle, motor-driven cycle, or motorized bicycle, not bearing a currently valid registration plate or plates, upon any public street, alley, thoroughfare, right of way, municipal parking lot, or other public area within the city.

No person or corporation operating or who may hereafter operate a railroad into or through the city shall permit any train or cars to remain across the Main Street crossing or sidewalks of the city so as to block or interfere with the lawful passage of vehicles and pedestrians for a longer period than five minutes; nor permit any train or cars to remain across any other street crossing or sidewalk of the city so as to block or interfere with the lawful passage of vehicles and pedestrians for a longer period than 30 minutes, and in case it should be necessary for any such train to remain or cars to be left for a longer period than five minutes at the Main Street crossing, or 30 minutes at any other street crossing, the same shall be uncoupled at such crossing, and the train or cars separated at that vehicles and pedestrians may pass.

(a) It shall be unlawful for any person to park or store upon any street or city right-of-way area any personal property, signs, merchandise, mobile homes, recreational vehicles or motor vehicles if the property is not intended for or in regular use upon the streets and highways as moving property.
(b) The parking of a trailer, which meets the following conditions, shall be allowed upon a city street or a public right-of-way.
(1) Trailer is physically connected to a motor vehicle for the purpose of towing it, or unattached when tongue is sufficiently blocked or supported as to not damage the street surface.
(2) Trailer is marked with 2” wide DOT C2 reflective tape that alternates white and red. A 616 (6” red and 6” white) or a 7/11 (7” white and 11” red) pattern can be used. Fifty percent (50%) of each side must be covered. The reflective tape shall be located on a trailer as follows:
(A) Rear of trailer: The 2” DOT C2 reflective tape must be positioned as horizontally as practicable, extending across the full width of the trailer, beginning and ending as close to the extreme edges as practicable. The reflective tape is not required to be continuous. However, the sum of the length of all of the segments must be at least half of the width of the trailer and the spaces between the segments of the strip must be distributed as evenly as practicable.
(B) Sides of Trailer: The 2” DOT C2 reflective tape needs to be applied to both sides of the trailer. Each strip of retro reflective tape must be positioned as horizontally as practicable, beginning and ending as close to the front and rear as practicable. The reflective tape is not required to be continuous. However, the sum of the length of all of the segments must be at least half of the length of the trailer and the spaces between the segments of the strip must be distributed as evenly as practicable.
(3) The trailer does not contain materials that create conditions which are injurious to the health, safety or general welfare of the residents of the community or conditions which are detrimental to adjoining property, the neighborhood or the city. For the purpose of fair and efficient enforcement and administration, such unlawful conditions shall include, but not be limited to the storing or accumulation in a trailer any of the following:
(A) Lumber, wire, metal, tires, concrete, masonry products, plastic products, supplies, equipment, machinery, auto parts, junk or refuse;
(B) furniture, stoves, refrigerators, televisions, sinks, or other such items of personal property;
(C) nauseous substances or carcasses of dead animals; or
(D) hazardous materials as defined in section 14-401.

Trucks and tractor trailers that are rated in excess of one ton shall use only the following streets: Main Street, Railroad Avenue, U.S. 50, Cemetery Road, South Hamilton Street south of Railroad Avenue, Santa Fe Street and Bopp Blvd., except that freight trucks may make deliveries on non-designated streets, construction related trucks may have access to construction sites, and farm related vehicles may be taken to the owners residence, but in no circumstance may the vehicle be parked for more than 12 hours at any one site. Recreational vehicles as defined in the Standard Traffic Ordinance shall be exempt from section 14-212.

(a) All-terrain vehicles may be operated upon the public highways, streets, roads and alleys within the corporate limits of the city; provided, however, that no all-terrain vehicle shall be operated on any interstate highway, federal highway or state highway.
(1) No all-terrain vehicle shall be operated on any public highway, street, road or alley between sunset and sunrise unless equipped with lights as required for motorcycles.
(2) A person shall ride upon an all-terrain vehicle only while sitting astride the seat, facing forward, with one leg on each side of the all-terrain vehicle.
(3) No person shall operate an all-terrain vehicle while carrying any package, bundle, or other article which prevents such person from keeping both hands on the handlebars.
(4) No operator shall carry any person, nor shall any person ride, in a position that will interfere with the operation or control of the all-terrain vehicle or the view of the operator.
(b) Golf carts may be operated upon the public highways, streets, roads and alleys within the corporate limits of the city.
(1) No golf cart may be operated upon any public highway, street, road and alley with a posted speed limit in excess of 30 miles per hour.
(2) No golf cart shall be operated on any interstate highway, federal highway or state highway; provided, however, that the provisions of this subsection shall not prohibit a golf cart from crossing a federal or state highway with a posted speed limit greater than 30 miles per hour.
(3) No golf cart shall be operated on any public highway, street, road or alley between sunset and sunrise.
(c) Micro utility trucks may be operated upon the public highways, streets, roads and alleys within the corporate limits of the city.
(1) No micro utility truck shall be operated on any public highway, street, road or alley, unless such tuck complies with the equipment requirements under Article 17 of Chapter 8 of the Kansas Statutes Annotated, and amendments thereto.
(2) No micro utility truck shall be operated on any interstate highway, federal highway or state highway; provided, however, that the provisions of this subsection shall not prohibit a micro utility truck from crossing a federal or state highway.
(d) Work-site utility vehicles may be operated upon the public highways, streets, roads and alleys within the corporate limits of the city.
(1) No work-site utility vehicle shall be operated on any public highway, street, road or alley between sunset and sunrise unless such vehicle is equipped with lights as required by law for motorcycles.
(2) No work-site utility vehicle shall be operated on any interstate highway, federal highway or state highway; provided, however, that the provisions of this subsection shall not prohibit a work-site utility vehicle from crossing a federal or state highway.

As used in this article, the following words and phrases shall have the meanings respectively ascribed to them in this section, except when the context requires otherwise.
(a) All-terrain vehicle means any motorized non-highway vehicle 50 inches or less in width, having a dry weight of 1,500 pounds or less, traveling on three or more nonhighway tires, and having a seat to be straddled by the operator. As used in this subsection, “nonhighway tire” means any pneumatic tire six inches or more in width, designed for use on wheels with rim diameter of 14 inches or less.
(b) Golf cart means a motor vehicle that has not less than three wheels in contact with the ground, an unladen weight of not more than 1,800 pounds, is designed to be operated at not more than 25 miles per hour and is designed to carry not more than four persons, including the driver.
(c) Micro utility truck means any motor vehicle which is not less than 48 inches in width, has an overall length, including the bumper, of not more than 160 inches, has an unladen weight, including fuel and fluids, of more than 1,500 pounds, can exceed 40 miles per hour as originally manufactured and is manufactured with a metal cab. “Micro utility truck” does not include a work-site utility vehicle.
(d) Special purpose vehicle means all-terrain vehicle, golf cart, micro utility truck and work-site utility vehicle, either individually or collectively.
(e) Work-site utility vehicle means any motor vehicle which is not less than 48 inches in width, has an overall length, including the bumper, of not more than 135 inches, has an unladen weight, including fuel and fluids, of more than 800 pounds and is equipped with four or more low pressure tires, a steering wheel and bench or bucket type seating allowing at least two people to sit side-by-side, and may be equipped with a bed or cargo box for hauling materials. “Worksite utility vehicle” does not include a micro utility truck.

(a) No person shall operate a special purpose vehicle on any public highway, street, road or alley within the corporate limits of the city unless such person has a valid driver’s license. Violation of this section is punishable by a fine of not more than $1,000 or by imprisonment for not more than six months or by both such fine and imprisonment.
(b) Any person holding an instruction permit or temporary license pursuant to K.S.A. 8-239 may operate a special purpose vehicle when accompanied by an adult who is the holder of a valid commercial driver’s license, a class A, B, or C driver’s license, who has at least one year of driving experience and who is occupying a seat beside the driver in those special purpose vehicles equipped with bench style or side by side seating, or for those special purpose vehicles having a seat to be straddled by the operator, if the driver is accompanied by an adult who is the holder of a valid commercial driver’s license, a class A, B, or C driver’s license, who has at least one year of driving experience and who is riding a special purpose vehicle in the general proximity of the permittee.
(c) Every person operating a special purpose vehicle on the public highways, streets, roads and alleys of the city shall be subject to all of the duties applicable to a driver of a vehicle imposed by law.

(a) All all-terrain vehicles are entitled to full use of a lane, and no motor vehicle shall be driven in such a manner as to deprive any all-terrain vehicle of the full use of a lane. This subsection shall not apply to all-terrain vehicles operated two (2) abreast in a single lane.
(b) The operator of an all-terrain vehicle shall not overtake and pass in the same lane occupied by the vehicle being overtaken.
(c) No person shall operate an all-terrain vehicle between lanes of traffic or between adjacent lines or rows of vehicles.
(d) All-terrain vehicles shall not be operated more than two (2) abreast in a single lane.
(e) Subsections (b) and (c) shall not apply to police officers in the performance of their official duties.
(f) No person riding upon an all-terrain vehicle shall attach himself, herself or the all-terrain vehicle to any other vehicle on a roadway.

It shall be unlawful for any person to park any truck with a registered gross weight exceeding 24,000 pounds, or any bus, truck tractor, semi-truck tractor, semi-trailer, or the trailer component thereof, regardless of weight, upon any street or alley in the city, except as provided below.
(a) Any truck, bus, truck tractor, semi-trailer, or the trailer component thereof, may be temporarily parked on any street or alley in the city, for so long as may be necessary to make deliveries of cargo therefrom to stores, residences or business establishments in the city, or to load cargo from the premises for delivery elsewhere.
(b) Every person convicted of a violation of any of the provisions of this section, for the first conviction thereof, shall be punished by a fine of not more than $100, and for a subsequent conviction within one (1) year thereafter shall be punished by a fine of not more than $200. Upon a third or subsequent conviction within one (1) year period after the first conviction such person shall be punished by a fine of not more than $500, provided however, that each day of violation constitutes a new separate offense.

The alley running through Block 116 in the City of Lakin shall be closed to public use. Barricades shall be erected at the east and west ends of the alley to prevent privately owned vehicles from entering the alley. It shall be unlawful for any person to attempt to circumvent the barricades or to trespass on private property in an attempt to circumvent the barricades. The alley shall remain available for use by the City for utility maintenance and for all fire, police, ambulance or other emergency uses.

The motor vehicle traffic on the alley running south from U.S. Highway 50 to Kingman Avenue shall be one-way traffic, from north to south, with one-way traffic commencing at a point 297.4 feet south of U.S. Highway 50, and then southerly to the north edge of Kingman Avenue.
Two-way motor vehicle traffic shall be prohibited on the section of the alley described herein.
