The golf course of the city shall be operated by a department to be known as the “Lakin Municipal Golf Course.” The department shall consist of the governing body, a superintendent, a golf advisory committee, and other officers and employees of the city who shall devote all or part of their time to the department. The city administrator and golf superintendent shall maintain, manage, conduct and control the golf course and department. The governing body shall make all such ordinances, rules and regulations as may be necessary for the safe, economical and efficient management of the golf course.

There is hereby created the position of superintendent of the golf course. The superintendent of the golf course shall be employed by the city administrator and shall perform the following duties:

(a)   He or she shall have general control and charge of the maintenance and operation of the city’s golf course, including buildings, irrigation system, greens, fairways and trees and shrubs. He or she shall generally supervise the improvements and repairs as directed by the city administrator.

(b)   He or she shall be responsible for the mowing of the golf course.

(c)   He or she shall report monthly to the city administrator on all matters concerning the golf course.

(d)   He or she shall file an annual inventory of all property with the city administrator.

(e)   He or she shall attend all meetings of the golf advisory committee.

(f)   He or she shall have charge and control of all employees within his or her department subject only to direct instructions from the city administrator.

(g)   He or she shall make budget recommendations to the city administrator.

(h)   He or she shall enforce the rules established for the use of the golf course.

(i)    He or she shall perform all other duties imposed upon him or her by ordinance or law.

All users of the golf course are for the purposes of this article classified and charged as follows:

Fees are to be paid before use. Persons who fail to pay the required fees will be charged a $20.00 collection fee.

*Use of cart storage facilities requires a current annual, 5-year or 10-year agreement. Trail fees are included in annual cart storage fees.

Annual Fees: Annual fees are valid from April 1 to March 31 of each calendar year. Annual fees must be paid in full by March 31. Persons using the golf course prior to paying the annual fee must pay all applicable daily fees.

Annual Youth Plan: A person under the age of 18 or has not graduated high school, but is currently enrolled in high school.

Annual College Plan: A person under 24 years of age and currently enrolled full-time in college or technical school. Full-time college enrollment shall be minimum of 12 credit hours.

Annual Family Plan: Includes parent or parents, children and legal dependents under the age of 18 or who have not graduated high school, but are currently enrolled in high school.

A person who attains the age of 18 or graduates high school may play using his/her parents' annual family plan or annual youth plan until the end of the calendar year.

The above fees shall be effective February 1, 2019.

The following rules and regulations shall apply to all persons using the golf course:

(a)   All players must register at the clubhouse.

(b)   Each player must have his or her own set of clubs.

(c)   Groups of more than five players are prohibited on weekends and holidays.

(d)   No more than three carts per group.

(e)   Persons under 16 years of age shall be prohibited from driving a golf cart on the course, parking lot, or practice fairway.

(f)   Persons under 14 years of age must be accompanied by an adult on weekends and holidays.

(g)   Members are not allowed to make improvements to the course without prior consent of the golf advisory committee.

The golf superintendent may make and impose other rules and regulations governing the use of the course that is not in conflict with this code.

Persons who violate the above rules and regulations may have their playing privileges revoked or their membership terminated.

There is hereby created a golf advisory committee that is appointed by the mayor of the city. The committee will meet a minimum of four times per year, with the golf superintendent and the city administrator to discuss and make recommendations for improvements and operations of the golf course. The committee shall be composed of five members, one being a member of the Lakin Men’s Golf Association, one being a member of the Lakin Ladies Golf Association, and three at large who shall be citizens of Kearny County.
