(a)   Garbage as used in this article shall mean all putrescible wastes from all public and private establishments and from residences.

(b)   Rubbish shall mean all nonputrescible solid wastes from public and private establishments and from all residences, including but not limited to paper, wood, excelsior, yard trimmings, leaves, limbs, and logs.

(c)   Yard trimmings shall include grass and vegetative clippings, growing grass and vegetation, and brush.

The burning of garbage, rubbish and yard trimmings within the city limits is hereby prohibited.

This article shall not apply to enclosed grills, barbecues, and open pit barbeques with spark arrestors or screens.

The city council upon review by the fire chief may waive these requirements for ceremonies sponsored by non-profit organizations or for school sponsored activities. The city council may further waive these requirements for the Lakin fire department for training purposes.
